Social issues are usually solved at a distance from residents, citizens and civil society organisations. The problem solving power of civil society is not used to capacity. The social domain is changing rapidly. This calls for new approaches, roles, duties and responsibilities. It also calls for a community – be it a village, a neighbourhood or a street – that is able to tap into its own strengths to solve local questions or issues.
